The full launch is sooner than November. Yes, the current plan is to allow existing customers to buy more blocks at better terms than what would be available to new customers. WhyPark blocks are non-transferable as stated in our terms of service. I wouldn't recommend buying a second hand account and risk it being closed. That would be wasted money. Yes the new services are priced, but it would be premature to advertise them now.
